I tried watching this clip again, this time with the sound off. The key moments are:

00:16 - Neck scratch with index finger begins,

00:19 - Glitch/motion blur between the index finger and jacket collar,

00:20 - Biggest vertical wrinkles appear,

00:24 - Wrinkles obscured by changing head and body position.
