Agreed. I think their narrative is that the kid worked on infrastructure (Layer 1 of the OSI model, i.e., the physical wires, i.e., copper wire and fiber optic cables). In theory it would be possible for him to hook up a device, in-line, to "sniff" network packets, but that isn't easy; not to mention that the chances of highly sensitive intel not being encrypted in transit is zero. I agree with your assessment that he's not the source of the leak.
