Hate to say it but could be looking to pick up on a nuclear bomb planted in one of the big population centers. That would be a typical deep state effort to kick over the card table hoping to escape justice. Could also be ground penetrating radar mapping tunnels but I don't think so given where they are flying. Shit, I sure hope I'm wrong because they wouldn't be looking for a nuke unless there was pretty reasonable intel telling them it was a legit risk.
