You are correct in that there was "no CIA manual" in 1944. I must admit their title is a bit misleading. What is meant by this is explained later in the article in that the CIA on April 02, 2008 declassified the "OSS Simple Sabotage Field Manual", first published on January 17, 1944.

This article came from theCOVIDblog, to which I have always been somewhat sentimental to. They have been reporting the truth about COVID jab injuries from the injured victims themselves from the very beginning. IMHO, no their outfit has done the exemplary job they have.
