Well, let's be fair to Elon. He's got a company. He's highly dependent on the US gov't to allow him to launch these satellites and maintain them. It is unwise to piss off the Pentagon when you get a large part of your business from the DoD budget (via contracts) and when gov't regulators can shut you down effectively like throwing a switch. All of his major businesses have contracts with NATO countries. So, he's obliged to cooperate to some extent with business decisions.
Even if he stands on principle and decides to take the financial hit, he's got a fiduciary responsibility to the corporations, to his employees, and his shareholders to act in the interest of those companies. He has to walk the tightrope with the corrupt leaders of every country in which he does business, like any CEO.
