Is he sending a message with the gold fringe and tassels on the flags?

The gold fringe flag is not the same flag that is approved for our Constitutional Republic in USA code Title 4 Ch 1 & Ch 2. The fourth color (yellow) is not approved in the code. Also, you will notice the tassles hanging from the flag. These are also symbolic of admiralty law, which is the law of the sea.

I don't claim to be an expert on this, but over the past few years I've seen many references to the importance of the fringe regarding courts and sea / admiralty law.
