by your reasoning, I would say spring or early fall -
I don’t believe you can lock people down for extended periods in winter…especially with unrest. A good chunk of the country could be sub zero and without power.
I believe this would equally apply to summer , at least in states that have some deserts like Arizona, California, New Mexico, parts of Texas and Nevada. At least if you are cold, you can pile more clothing on and start a fire if necessary, too much heat is equally deadly, and harder to escape from or protect yourself from.
