Significant advancements have been made to make nukes small and portable. Think the Davy Crocket, a tripod mounted nuclear catapult, launching basketball sized micro-nukes. That was several decades ago, lord knows what miniature nuke tech is out there.
Anyways, if you think about just a pickup truck with a good suspension is "nuclear capeable". Really any vehicle can be. Heck, you can put an Remote Control module on a riding mower and a fucking wagon on the back. That'd be "nuclear capeable".
Moral of the story is that if you hear of a "nuclear capeable" XYZ, that term is just used to get you thinking a certain way (scared). Please dont fall for it.

Heck. In World War II, a B-29 bomber was "nuclear capable." I agree. The phrase has been used to suggest that the ability to carry a nuclear weapon depended on some special technology. Aside from the weapon itself and the fuzing system, nothing special is required. Given the existence of backpack nukes, a soldier with a wheelbarrow is "nuclear capable."
