Significant advancements have been made to make nukes small and portable. Think the Davy Crocket, a tripod mounted nuclear catapult, launching basketball sized micro-nukes. That was several decades ago, lord knows what miniature nuke tech is out there.
Anyways, if you think about just a pickup truck with a good suspension is "nuclear capeable". Really any vehicle can be. Heck, you can put an Remote Control module on a riding mower and a fucking wagon on the back. That'd be "nuclear capeable".
Moral of the story is that if you hear of a "nuclear capeable" XYZ, that term is just used to get you thinking a certain way (scared). Please dont fall for it.
They like to say the Tupolev 95 Bear is a nuclear capable aircraft, it was in the 1950's but not any more, its just for long range refuelling and passenger transport.
