Another reason for Texas, or possibly Florida if not Texas. I grew up near DC in western MD, and also spent 5 years at the Pentagon. If you know anything about DC you know the embassies are there, which means there are people from all over the world living there - some of whom have never seen snow and/or rarely even seen rain. Try driving in DC during even a minor snow squall, or even a rain storm. Traffic stops. Accidents happen everywhere. It took me 6 hours once during a blizzard to go 32 miles.
That weather would rarely happen in TX or FL. Hawaii is however not an option until the lefties get their bridge from the mainland to HI built.
