The video at the end looks like it has someone talking to him- “Hey man, you were put in a chokehold, you’re just waking up. You’re gonna be alright but you gotta stay there.” or something to that effect.
The second thing is when you’re behind in a chokehold position like that you can’t actually see if someone is out or not, especially in a struggle. Having been on the mat a few times in both positions it’s just something that’s hard to tell. So the guy grabbing the arms should have been there to tap for him since the guy couldn’t tap (because his arms were restrained). Granted, you don’t really want a violent offender like this threatening people to pull a knife in a close quarters situation like that- it’s a good way to get made past-tense; knives are nasty.
Really, I doubt the guy was killed by the compression and the Coroner and DA are just out to get somebody- but with 42 arrests it’s no wonder this guy felt so comfortable threading people on the subway. That and he tried to throw multiple people on the tracks too, so this man has already attempted murder multiple times before but wasn’t locked up. DA Bragg should be prosecuting himself for allowing this man with mental illness to roam the subways as he had. But he won’t.
