Do you think seeking help from the FBI and local police is a solution to that problem?
I read many stories on the net of people getting blackmailed for money and what not.
But you can assume those criminals hide their IP with a VPN. But they still use social media platform to do their crimes.
Do the local police or FBI have the ability to trace the perpetrator?
Even the when the perpetrator lives in Nigeria for example.

Even surfing porn websites could get you hacked and blackmailed, they mentioned in multiple articles.
there was a british rocker that said he was doing research when people found out about him messing around on these sites, name escapes me, and then there is the sauce part, seldom is there real sauce in a lot of these claims so I will not mention his name or that he played for the who.
Local Police. Not really. A couple of the largest departments maintain dedicated cyber units. Even then their effectiveness is questionable at best.
The Federal Agencies have the resources and normally some skill. But usually speaking. If it’s not directly related to matters of National Security or National Defense. They don’t typically devote many resources to private citizens and Non-Defense related companies getting blackmailed or hacked.
The Law and by extension the training of Law Enforcement is still playing catch up in many aspects as far as non-military technology is concerned. A teacher in a cybersecurity class I took said it like this “The Government is treating it like it’s the mid-late 90s. Meanwhile the online criminal elements are living in current year with the particularly talented having the best equipment on the regular and illicit markets.”
Most of the high profile arrests by extension usually come from infiltrating said groups or forums over months if not years. Not from CSI-Cyberwarfare type shit.
I thought the internet gets monitored 24/7 but all those articles proves otherwise, basically it's still the Wild West out there.

Local police and sheriffs only investigate violent crime. All they provide to victims of other crimes is a case number for insurance purposes, if needed. The idea of a gumshoe diligently seeking to solve a crime is only on 70’s tv shows. Never in real life.

File a report, you never know what they will uncover. A guy in my community was getting harrased through the internet. He filed a police report to local sheriff department. They succesfully investigated and arrested the person responsible - it was the chief of police from another town!
