This happened on the same day the the CA legislators passed a bill to pay "reparations" to black citizens only.

Uh, it wasn't the CA legislators who passed this, it was a 9 member task force whose members were picked by Newsom and have no real power. The task force decided on the 1.2m per black resident, but they didn't consider where the money is supposed to come from. This isn't going to happen as it's just a huge ploy to get the black votes for democrats and start a huge racewar.
