I believe the plan started in 1999. It developed over time and this very well may be a part of it.

I always believed jfk started the ball and the cia was charged with stopping it. Once jfk was assasinated, his team went quiet to let them think they stopped it. Slowly over tge decades getting the right ppl in. Then the white hats needed someone as potus for the final touches.
