We know from the laptop that Hunter resents the way he's used by Joe to funnel money into the Biden family at great risk to his freedom. It's why Joe keeps him close by and defends him to the hilt. I don't believe their relationship is as strong as he makes out. He's doing all he can to protect him because he fears Hunter would drop him in it if he felt like he was being made a scapegoat.
