I was more talking about withholding taxes as revenge for... Taking on burdens you don't want to take on.

Also, they absolutely are allowed "near" our border, that's how borders work. They aren't radioactive, they're imaginary lines. You can be a mile or a foot from the imaginary line. It won't bite you.
