I don't think he ever intended to go through with the Twitter purchase. I think he was just trolling for attention and it backfired. He thought he would be able to weasel out of the purchase, but he got himself stuck.

So now he's been doing whatever he can to reduce his losses. He's not paying his rent, firing everyone and working with a skeleton crew. Now he's trying to salvage some ad revenue.

He was never really interested in "free speech". If he was, he would have unlocked everyone's banned accounts. And he's not done that.
