He was coming up behind and to the side of the group of Congress members who were speaking, way too close, as well as making noise to disrupt the presser. The first couple of frames he is only a few feet from where the microphone was placed.

So, if this Moap touch a Congeressman first, all bets are off on what Higgins did to protect the other congressmen. Antifa was at the Freedom corner in DC yesterday, disrupting the patriots, maybe this group was with them.
