I didn't get to see what this clown did before Higgins stepped in, but Higgins did commit assault to this moap. Kinda dangerous on Higgins part.

A moap is a term used in Law Enforcement for someone that's a crimminal, deviate, thug, anti-social, dirt bag types. It's a common term.
