Actually he said rioters should not be pardoned. I don't believe the Jan 6 prisoners were really guilty of rioting.

It will take time to sort through the January 6th mess, but, if I understand President Trump correctly, the pardons will be for peacefully walking through a restricted area. This is because ANTIFA was there, and they are the ones that deserve to be locked up.
