This does not sound like persecution. It sounds like an immigration issue.

The pastor has a failing refugee claim. Given that he is from Denmark, he will have an uphill struggle since Denmark is not recognized as a source of refugees.

It sounds like he may have the basic elements of a case, but it will be necessary to convince a judge, and we only have one side of the story here.
