So far it’s still a resolution that both chambers have passed but the governor, Hobbs, has yet to sign it into law (which she probably isn’t).

Isn't that the point? They already have the power so they don't need hobbs. They tried legislation and she vetoed which was important to show who she is. Now they moved on without her.

I don’t think so. Idk how they’d have the power, if it’s not law and therefore not enforceable. But I’m just keeping all components in mind before downing the hopium.
