The friend is (understandably) worried about calling I.N.S. to inquire (and therefore 'register himself' as a vaxx-denier).

I'm in the same boat. My plan is to refuse the vaccine and then apply for a waiver with USCIS for religious or moral reasons.
That's the only current legal way to do it that I know of. Otherwise try and stall for time? The head of the CDC is stepping down on June 30th, and the longer things go and the more obvious is it that the jab is poison, the more likely it will be that the requirement goes away.
