Q initially said 80% would be covert/private/dark ops. Anons requested more transparency, so Q changed the 80% to "60% [at least]". The operation isn't yet over, so even most of the % that will eventually be disclosed may not be disclosed until after the operation has concluded because of the need for secrecy in order for the operation to succeed.
