Congress should be incentivized correctly. They should receive 1% added to their current salary for every 1% reduction in total government spending. Reduce Federal spending 20% from 2023 levels and get 20% additional salary. For every 1% added to the Federal budget, Congress loses 1% of their salary.
Once passed into law, pass a second bill that doubles the fines and incarceration time for those found guilty of getting kickbacks or other forms of payment from lobbyists, foreign government, or any entity doing business with or engaged in negotiations directly or indirectly with the federal government.
They still got their kickbacks. I'd rather that both these flows of income are cutoff.

How about any public official does not get paid. Police. Fire. Judges. Reps. Not even the janitors nor groundskeepers.
If a shutdown, then no one gets paid. Use vacation. If that's up you don't get a check.
