Not sure who that is, but the 40k memes appeared immediately at the start of the 2016 campaign and it's been 40k themed ever since. God Emperor is definitely referring to the Imperium of Man, not Dune.

Here’s an archived blog post of Roissy’s from June 2015 where he supports Trump for President. That isn’t when he used the phrase “God Emperor” but it shows that Roissy was one of the first on the Trump train. That’s more my point than who used Frank Herbert’s fantasy phrase first. Roissy pretty much brought most of the manosphere to the Trump camp in the summer of 2015. He should get more recognition for that. It’s probably why he lost his blog and why his old posts are hard to find. He’s a Dune fan so he previously made posts about Gom Jabbars and whatnot. It was in 2015 shortly after that he used the God Emperor term as a joke that caught on.
