The two are not mutually exclusive. A neighbor of my parents got off the boat from China at the age of nineteen and was inducted almost immediately. I had a guy who worked for me who was a veteran of the US Army and a veteran of a Warsaw Pact army (Hungary). He was drafted within months of landing here. Both achieved citizenship before their service commitment was finished. Both became fine aAmericans.
