I'm no expert, but I would guess that only carrier-based versions of aircraft have folding wings just to eliminate added weight/complexity unless required. So that would further bolster the Fleet Week connection.
You are correct - this is a U.S. Navy F-18. The wings fold to reduce the amount of space needed in the carrier hangar deck, allowing more aircraft to be stored down there. The hangar deck is right below the flight deck.
Probably nothing significant. Fleet Week in NYC just ended... It might be awaiting maintenance before it can rejoin its squadron.
