Thousands of Americans are living the same lifestyle you are witnessing in the Hunter Biden leaks. The Florida Shuffle, which is the term to describe the "arguably legal" human trafficking of "drug addicts" at everyone's expense. People commoditize themselves and allow themselves to be herded from treatment center to halfway house to prison and back until they die, incurring millions of what a normal citizen, as well as the DOJ and FBI would consider to be healthcare fraud and money laundering.
The worst part is there are obvious and not obvious connections to major criminal RICO violations yet no prosecutions, and punishments are not distributed equally among the perpetrators, nor are they significant enough to deter further actions. Our court systems are being gamed by AI and unethical lawyers, essentially a modern "good ol boy" club, unbeknownst to many participants.
Hard to fathom a solution, when the investigators' careers are at risk. The precedents of RICO being applied en masse put a very significant amount of political capital at risk. Marco Rubio, for instance, is connected to a human trafficking operation but I can't prove he knows about it.
Let's get back to saving children and then save the drug addicts.

I don't agree with this approach. Capitalism causes incentives that are very difficult to manage sometimes and it would be heavily weighted in favor of the rich if this were to become law. It can be argued that theres plenty of rich industrialists or CEO of companies or corporations that create and purvey products or processes that kill many people, often at no fault of their own. Shouldn't anyone that makes things that can end up being used in a manner harmful to health be hanged? That would be nice in theory on first pass. But it doesn't stand up to any scrutiny as viable in a place most people want to live. Free.
