Your post is a loose quote taken from Scripture in the Written Word of the Christian Bible! God speaking says MY WORD will not return without fulfilling its purpose. God's Spirit manifests God's Will (Living Word) To apply this to human's quoting scripture is a stretch because people have invoked Jesus name millions of times and NOTHING has happened. the mind set on the flesh is death I do agree that God's Word is Unalterable. "In the beginning was the Word . . ."
Lots of things happen. You might not see them, or they might not be what you were expecting, or of which you approve. If you want to differentiate words straight out of God's mouth transmitted via a vocal vs written human intermediary, that's your prerogative. Your god is too small if he can be controlled by the whims of one's presuppositions.
