That will be their angle for not releasing it, you open an investigation into everything and never take it anywhere so that when congress asks for the documents even if they're unclassified they can claim it would jeopardise the "ongoing investigation" so it must stay unreleased...

They could redact the informants name/identifying details from any public disclosure and still release the bulk of the document. I agree, its bullshit.
