Im not excited about an armed cuba but russia could help out cuba a lot to modernize. The problem is like others said in the post that the mob public can be turned against anything Russia and cuba marks a great chance to have common ground with Russia for the betterment of cubans. ( and literally common ground since gitmo is in cuba)
