Ammonia is a key ingredient in nitrate fertiliser, of which Russia is one of the world's leading producers. But it is also highly toxic and can cause severe irritation of the lungs, throat and eyes

Only so long as the pipeline is broken. If it is repaired or rerouted, the game is back on. This is not like the destruction of an ammonia production facility, which would take a long time to rebuild. (You make ammonia out of nitrogen and hydrogen by the Haber process. The natural sources are feeble.)
