I truly believe it is because of all of that they do it. If there was no special treatment, no government programs specially targeted towards them and they were "playing by the same rules" as everyone else, that community would not be as dysfunctional.

True. Johnson planed and accomplish keeping many of them ‘down on the plantation’. A specific plan. Slojoe is continuing that plan after the halfrican decimated all progress.
