Would it be better to have the public phase of the plan (arrests, trials, reorgs of FBI/CIA etc) under Trump or under a Dem president? If we are watching a movie .....

It would be better if it happened with the military in charge. People would flip out if Trump were in office and I'd be willing to bet Brandon would start handing out pardons left and right.
