Really, a lot depends on the specifics of the outage.

If you can get onto the Internet with Starlink, but can't reach any servers because they're all disconnected, then does it really matter? You couldn't even communicate with other Starlink customers unless it was point to point.

If you can't reach DNS servers, then unless you know the IPs, you may as well be offline.
