A solar flare or nuclear EMP would knock out Starlink as well. Or knock out any ground based equipment that could get signal from Starlink.
The only way Starlink serves as a backup is if our primary communications structure is disabled in a non EMP manner. I.e. if the cables are physically cut or radio towers physically damaged.
