Source that has been in it since the mid-90's, very lofty perch and was actually this source that made me aware of the judges...

Did label it as hopium and much like Q proof is after the fact(at least for now), it does however provide a puzzle-piece just like a lot of Q stuff, one of those context things that makes certain things make sense if assumed true..
