The “Do Not Sit Here” sign’s illustration has the stick figure’s heels on the street, while Pepe”s heels are not. Pepe is totally on the sidewalk where it is safer than dangling his legs on the street.
Loitering laws are to prevent individuals from hogging too much of the commons for themselves. The sidewalk can only be for all if each person doesn’t take too much time using it.
“Become Ungovernable” doesn’t mean to violate traffic safety precautions or loitering rules. It means don’t give the coercionists the funding they want to start unnecessary foreign wars, abort babies, mutilate children, monopolize the media, and enrich bureaucrats. It means to defy immoral dictates such as covid lockdowns, masking, and vaxxing. It doesn’t mean to jaywalk into a street sweeper truck, or to encamp permanently on a public sidewalk.
The meme was better when it was just the cat, because cats don’t understand the purpose behind the law. Pepe, as a stand-in for a person, should understand the safety regulation, and should choose his battles more wisely by doing things that hamper the government instead of blocking his fellow citizens.
But please grace us with more irrelevant speculative insults about my ancestors, my understanding, and my supposed ideology.

I'm guessing your family didn't stand in the line against the British in 1776.
Were your ancestors blocking the entrance to the shop of an American clock maker rather than effectively resisting the British?
What is this meme really suggesting? That to stick it to the corrupt government we should become San Francisco sidewalk camping junkies?
You must be a former commie, you don't seem to understand memes.
