Burning dollars would work, but first they need to seize dollars from people who have dollars but have committed crimes against humanity, so there is a reason to seize and then burn their dollars.

To reduce inflation you have to reduce the amount of money there is, because inflation is NOT rising prices, it is an increase in the amount of money, cause usually by new debt, usually from the gubment borrowing it.
