05:49 GMT Lipetsk Governor Igor Artamonov said the decision to block traffic on the M-4 highway leading to Voronezh resulted in a traffic jam. However, he said that the authorities promptly organized the distribution of food and water in the area while notifying drivers about the restrictions in advance.
