This was my speculation as well. The tv keeps telling me Putin is gonna use nukes. If Ukraine has a nuke (cough cia) and they are going to use it and blame Russia in an attempt to garner help and sympathy from other countries then Russia might need a distraction to prevent this until they can locate and neuter this threat.
