Theoretically a laser mounted on a drone would be better as you could do permanent damage to the image sensor (cleaning paint off a lens is trivial in comparison). It would have to be a high powered laser. Distance from the sensor to the laser would be important.
If you use a drone off the shelf, know that many places such as UK's London Police have drone detection systems. At minimum a non DJI drone is necessary, but even better is a DIY R/C and best an autonomous solution (that doesn't produce any RF to be detected). Outside of three letter agencies and certain government locations, very few places have the radar & camera systems to detect non RF drones.
