After 2020 until late 2022 he kept it vague: "best is yet to come" and "you're gonna be happy"

But now he's a lot more deliberate: "when I am back in the oval office..." and "justice WILL (emphasis mine) be served in November 2024"

No "if I win" or "if I get back to the oval office"

I’ve also noticed he keeps repeating “they will not be able to cheat like they did before, so instead, they are weaponization law enforcement”

Possibilities? I go with #3 for now.

Cheating is different and they run four candidates and steal electoral votes to keep Trump below 270. But House elects him anyway 26-24.
All cheating is stopped and Trump wins all 50 states in historic landslide. Even if he is “in prison” at the time.
Dems/Biden create a false flag and “suspend” election. Military then steps in and supervises one day election, paper ballots, ID required which Trump wins.

No way Biden/Obama/Dems/globalists allow Trump to win. And when they realize they can’t stop him, they just create an excuse to NOT have an election. Military will then be forced to move.
