Here's a comment I found on Twitter.

"Not saying it’s not what you guys are saying,but as a corporate pilot that flew for both Bushes, and the Clintons a few times all after they were President. Their Secret Service detail always carried a go-medical bag for the just in case scenario of getting shot or poisened"

It could also contain emergency response items like a gas mask.
