Never. Just keep piling up the crimes and say that you will impeach when we have all the crimes laid out for the public. Bidan is not actually President. This all about setting the narrative for a crushing defeat for the democrats in 2024 such that they never recover. Impeaching cabinet and agency heads is fine.
