Ah, has it been years since there has been an actual strike and many have forgotten the basics in how this all works? I am pretty sure every movie industry trade has a union, including actors. Union members never cross a union line. Is that line of cars all management? You can obviously disagree with unions, but a strike is their strongest bargaining chip and they don't have that if other unions become scabs.

I'd say they are office personnel, staff, assistants, etc. all of whom need to be on the lot at their respective jobs.
