Yes, of course. Those technological solutions are just a way to redistribute wealth into their own hands.

But what if it is not feasible to do so, given the timeline and system constraints.

What then is the next best option? To go sandnigger? Does that not tell us they have no control?

Yes, these fires do damage. But nothing to really worry about. Nature grows as nature grows.
