Don’t forget Andorra.

Just draining the swamp isn’t enough. You need to flush it out with fresh water. And then turn it into a lake. Make each city into a wildlife refuge for herons.

If you redirect the Potomac, the Tiber, the Thames, and the Gran Valira you could make 4 new lakes.
