Yes, just like the U.S. with Mexicans, Haitians, Venezuelans, Guatemalans, those from various Middle Eastern countries and Chinese. Tell them to come: free healthcare, free education, free or subsidized housing, phones, food stamps, etc. Then don’t require anything in return.
